On September 19th, 2019, in accordance with 10 U.S. Code § 2371b, the Army Contracting Command – Orlando has awarded an Other Transaction Agreement (OTA) via the Training and Readiness Accelerator (TReX) for the Model-Based Product Support (MBPS) prototype project.
A Request for Solutions for these efforts was issued through TReX on March 20, 2019, which resulted in the submittal of 10 total responses. As a result of a multi-stage competition, the prototype project was awarded to Accenture Federal Services LLC located in Arlington, VA. The total value of this prototype project, if all phases and options are exercised, is $11,301,002.94.
The United States Navy desires a prototype MBPS system with enterprise and field level capability to effectively and efficiently acquire, field and sustain weapon systems’ digital twin and enable appropriate predictive analysis and modeling tools that can improve material availability and reliability, increase operational availability, and reduce Operation and Sustainment (O&S) cost.
The delivered prototype solution(s) will be part of the MBPS family of integrated systems and must support both ashore and afloat that are Cyber Secure and auditable. The MBPS services portfolio is composed of Navy Product Data Management (NPDM), Navy Common Readiness Model (NCRM), and Navy Data Acquisition Requirement Tool (NDART).
The National Security Technology Accelerator (NSTXL), in coordination with TReX and the Naval Sea Systems Command (NAVSEA) Acquisition and Commonality (SEA 06L), will host a 3-day Industry Day & Feedback Sprint scheduled for January 8th-10th, 2019 at the University of Texas at Austin, Commons Conference Center. This venue provides the opportunity where the Government Requiring Activity (SEA 06L) can work closely with leading industry innovators to identify the art of the possible with emerging technologies and to help refine the Statement of Needs for their Navy Model Based Product Support (MBPS) Prototype Project. The MBPS Prototype Project is an enterprise solution addressing the logistics services requirements of a broad spectrum of functional needs (e.g., product data management, configuration management, technical data management, product support modeling and simulation, acquisition requirements, etc.).
Immediately following the Industry Day portion, Feedback Sprints will engage multiple Industry-led working groups to analyze and discuss the MBPS Statement of Needs, with non-Government, third-party facilitation. This is an exceptional opportunity for Industry experts to help shape a critical component for Office of the Chief of Naval Operations (OPNAV). N41 Digital Transformation Initiatives to ensure our operational forces have the support they need to fight and win in all environments.
