The Training and Readiness Accelerator (TReX) expedites development, demonstration, and delivery of prototypes to increase Warfighter readiness. With a focus on modeling, simulation, and training, TReX provides the United States Government with an agile mechanism to iterate and refine critical technologies to keep pace with ongoing and emerging challenges. By actively incorporating structured operational user feedback, TReX will identify and develop innovative solutions to inform material procurement requirements and acquisition.
TReX is a new era public-private partnership that is managed by the National Security Technology Accelerator (NSTXL). Utilizing a broad innovation platform, TReX brings a first-of-its-kind capability to the U.S. Department of Defense. The Accelerator operates as a highly efficient, open-source network of top innovators across the innovation ecosystem, including industry, academia, investors, laboratories, and government. TReX provides support and engagement across the full life cycle of innovation from problem definition to ideation and solution prospecting through technology development and delivery.
Office of the Under Secretary of Defense (OUSD) Research & Engineering’s (R&E) Innovate Beyond 5G (IB5G) program seeks to support ideation, design, prototyping, and integration of novel IB5G network concepts and components, leading to demonstration of new capabilities that will allow United States (US) Department of Defense (DOD) operations to dominate the future networked battlespace.
Cyber Electromagnetic Activities (CEMA), the synchronization and coordination of offensive, defensive, inform and enabling activities, across the electromagnetic environment and cyberspace, are increasingly jeopardizing the survivability and security of Department of Defense (DOD) assets and infrastructure. The U.S. Army Electronic Proving Ground (EPG), working with the Army’s Redstone Test Center (RTC), is charged with providing developmental test (DT) capabilities that expose tactical assets being developed for our Warfighters against realistic hostile electromagnetic environments to include CEMA.

In his role as Deputy Director for NXSTL’s TReX Consortium, Tom works with government, industry and academia to promote collaborative opportunities and enable innovation driven partnerships that secure the best solutions for prototyping efforts supporting the warfighter. Tom brings over 25 years of experience of innovation in Engineering Development, Program Management and Operations in the Defense and Commercial Industries. He has also cofounded Powerlase Photonics which developed a world class modular high power, high energy pulsed fiber laser system for industrial applications in materials processing enabling the world’s fastest laser cleaning system. Tom holds has several patents and is a graduate of New York University (NYU) Polytechnic School of Engineering with a B.S. in Mechanical Engineering.
In his role as Vice President of Acquisition and Services, Iain leads NSTXL’s innovative contracting and program management services. A recipient of multiple commendations for superior performance as a U.S. Army Contracting & Agreements Officer, Mr. Skeete is a nationally recognized expert and thought leader in defense contracting. To ensure our military maintains technological overmatch, Iain and his team design dynamic acquisition strategies that deliver meaningful results to NSTXL’s customers and the Warfighter. A student of the procurement process, Iain has continued to push the evolution of alternative contracting methods, contribute to critical acquisition policy, and implement best practices across all defense branches.
As the Vice President of Operations, HR, & IT at NSTXL Laura Collman provides strategic operational leadership to the organization. Her responsibilities include managing day-to-day operations, analyzing and improving organization processes, HR duties, invoicing, technical support, cybersecurity, Assistant Facility Security Officer (AFSO) and contract review. Her roles prior to NSTXL include Operations, Marketing, HR, CRM and Database Management, Membership, Website management, Events and Project Management in technology and varied industries. Laura has a Bachelor’s Degree in Business Administration with a minor in Human Resources Management from George Fox University. Outside work she loves spending time with her family, traveling and golfing.
In her role as Vice President of Marketing and Sales, Shelley Tweedy helps drive opportunity growth and market expansion for NSTXL and their clients. Leveraging a customer-centric approach, she is passionate about creating the ultimate partner and member experience from the point of acquisition to long-term client success. Her experience as a B2B technology leader for start-ups and mid-market organizations has been essential in accelerating the use of emerging technology within the federal space and helping forge partnerships between the government and private sector organizations. As the AVP of Marketing at DataBank, she played a central role in transforming the organization’s market approach by shifting to a multi-channel digital model, building a revenue-generating team from the ground up, and strengthening cross-department collaboration through a vertical-focused organization restructure. Prior to DataBank, Shelley worked for a healthcare start-up, where she helped build the organization’s business model and processes and was responsible for the development of their corporate identity, brand and market strategy. She is a graduate of Ball State University and lives in the middle of the desert in Arizona with her husband and 3 kids.
Cathy Jordan is NSTXL’s Acquisition Specialist, working with our government clients to identify and formulate clear and concise prototype solicitations. She joined NSTXL after a 5 year career working at the U.S. Army Contracting Command – Orlando as a Contract Specialist and an Agreements Specialist supporting Other Transaction Authority (OTA) prototype projects. Prior to that, she had a 25 year career in industry supporting the NASA Shuttle program as a Subcontract Administrator. Ms. Jordan also holds two distinguished certifications from the National Contract Management Association (NCMA), a Certified Federal Contracts Manager and Certified Professional Contracts Manager. She is a graduate of the University of Central Florida where she earned her Bachelor of Science in Business Administration, and the Florida Institute of Technology where she earned her Master of Science in Acquisition and Contract Management. Her goal at NSTXL is to anticipate problems, develop sound solutions and action plans to ensure program success.
In her role as the Director of Contracting, Ashley leads and oversees the day-to-day actions of NSTXL’s Acquisition team while administering a large portfolio of complex, OTA agreements. Her goal at NSTXL is to continue to provide excellent support as well as leveraging her strong contracting foundation and experience to provide guidance and advisement throughout the acquisition lifecycle to ensure mission success. Ashley brings over 17 years of Government and Civilian contracting experience. She joined the NSTXL team approximately 2 years ago serving as an acquisition specialist and manager for the TReX vehicle. During this time, she has established strong working relationships with our Government customers in which she collaborates with to identify and formulate clear and concise prototype solicitations. In addition, she provides creative solutions and innovative approaches to aid in streamlining the acquisition process to support the delivery of novel capabilities to increase warfighter readiness. Preceding joining NSTXL, she had a 7-year career at the U.S. Army contracting Command-Orlando (ACC) as a contracting/ acquisition specialist where she directly supported the Other Transaction Authority (OTA) prototype projects. Prior to that, she had an 8-year career as a Support Contractor for the Marine Corps at Program Manager for Training Systems (PM TRASYS) as a Contract Specialist and Program Support Specialist. Ms. Carter holds a DAWIIA Level 3 Certification and a DoD Army Acquisition Corps membership. She is a graduate of the University of Central Florida where she earned her Bachelor of Science in Business Management.
Scott serves as an Acquisition Manager supporting NSTXL’s Advanced Respondent Vetting operations, post-award activities, and financial operations. Prior to joining NSTXL, Mr. McCabe led a distinguished 12-year career as a subject matter expert in defense contract pricing as a US Army civilian, including a variety of service awards and selection to serve the Army’s top contracting executive at the Pentagon. Mr. McCabe seeks to provide innovative contracting solutions and provide full spectrum support to the Warfighter. Scott is a Certified Federal Contracts Manager and holds a Master of Science in Applied Economics from Georgia Southern University as well as a bachelor’s degree in Economics from the State University of New York College at Geneseo.
Asia Honablue is an Acquisition Specialist for NSTXL. She will be providing support for the TReX program. Before joining NSTXL, Asia worked for a large defense contractor, where she gained significant experience in government contracting through work on R&D, production, and modernization contracts. Asia holds a bachelors in Public Administration and Service from St. John’s University.
