S/SVT Weapons Optimization
On June 28, 2019, in accordance with 10 U.S. Code § 2371b, the Army Contracting Command – Orlando has awarded one Prototype Other Transaction Agreements under the Training and Readiness Accelerator (TReX) for the Synthetic Training Environment (STE).
The S/SVT WO prototype will provide Soldiers with an affordable instrumented and/or surrogate squad weapon compatible with Commercial off the Shelf (COTS) Augmented Reality Head Mounted Displays (HMD).
A Request for Solutions for this effort was issued through TReX on April 29, 2019, which resulted in the submittal of 17 total responses. As a result of a two-stage competition, the following prototype agreements will be awarded for the S/SVT WO to deliver and demonstrate the Phase I initial prototype solution by March 2020.
The S/SVT WO Phase I prototype effort will be awarded to Cubic Defense Applications, Inc. (CDAI) -Orlando, FL and Meggitt Training Systems, Inc. (MTSI) – Suwanee, GA. The total value of the Phase I prototype project is $3,192,777.00.
Performance of this effort is divided into two separately identified phases.
Phase I requires a minimum of two technical assessments of the prototype, while under development to enable an assessment of progress toward achieving the required capability. Phase II requires an integration of weapon prototypes with ongoing STE and S/SVT efforts (e.g. IVAS, current ongoing Science & Technology projects, etc.) to prove out the ability of the weapons to meet the broader S/SVT mission. If Phase II is executed, it is anticipated to last from 15-27 months, as appropriate, based on mission requirements present at the completion of the first phase. The total length of Phase I and Phase II, if executed, is not expected to exceed 36 months. Depending on the experience with Phase 1, the Government may determine to proceed with either a follow-on production contract/transaction or to proceed with Phase II of the prototyping and development effort described in the original Request for Solutions.
Note: Should the selected vendors fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
The Army desires a Weapons Optimization prototype capability that will provide Soldiers with an affordable instrumented and/or surrogate squad weapon compatible with Commercial off the Shelf (COTS) Augmented Reality Head Mounted Displays (HMD). The Government will evaluate the solutions with the intent of negotiating an Other Transaction Agreement under the Training and Readiness Accelerator (TReX).
The Army’s future training capability is the Synthetic Training Environment (STE). The STE enables tough, iterative, dynamic, and realistic multi-echelon / combined arms maneuver, mission rehearsal, and mission command collective training in support of multi-domain operations. The STE will provide units the repetitions necessary to accelerate individual through unit skill and collective task proficiency resulting in achieving and sustaining training readiness.
