This TReX announcement is intended to pulse NSTXL’s Innovation Network to discover potential solution providers to develop direction finding (DF) antenna system utilizing the latest antenna technology commercially available and providing an improvement in the ability to collect, process, locate and exploit Signals of Interest (SOI) enhancing the mission performance of providing timely, relevant, and responsive threat avoidance information.

This request for information is for planning purposes only and does not constitute a Request for Solution or an invitation to submit formal proposals. The Government & NSTXL are not liable for reimbursing any costs associated with response preparation.


This Request for Information (RFI) is not a solicitation for proposals, solutions, white papers, quotations or obligation on the part of the Government to acquire any products or services, but for planning purposes only. This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government or NSTXL will arise as a result of contractor submission to this announcement or the Government use of such information. The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.

The Government does not intend to make an award on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI.  However, the government intends to leverage the Other Transaction Authority (OTA) under 10 U.S.C. §4022 [Prototype Other Transactions] to conduct the JTWS Air DF/Omni Directional Antenna prototype project effort for the AC-130J and MC-130J.

The Joint Threat Warning System (JTWS) is an enhanced electronic surveillance and tactical Signals Intelligence (SIGINT) collection capability for Intelligence, Surveillance & Reconnaissance and is dependent upon the latest antenna technology to meet this mission. JTWS Air consists of a SIGINT system that enables the Special Operation Forces (SOF) to collect, process, locate and exploit Signals of Interest (SOI) to deliver on the mission of providing timely, relevant, and responsive threat avoidance information.

The purpose of this RFI is to gather Industry’s input regarding product offerings that meet the PM-ISS air-based direction finding (DF) requirement and comments on the government assessment methodology of these products. Standards for this assessment are identified in this RFI and industry input will be considered if and when publishing a Request for Solutions (RFS) later this year.
