On June 14, 2019, in accordance with 10 U.S. Code § 2371b, the Army Contracting Command – Orlando has awarded two Prototype Other Transaction Agreements under the Training and Readiness Accelerator (TReX) for the Synthetic Training Environment’s Common Synthetic Environment.

The Common Synthetic Environment is the platform enabler of the Synthetic Training Environment that will allow units and soldiers to conduct realistic, multi-echelon, collective training anywhere in the world. The Common Synthetic Environment is comprised of three foundational capabilities: One World Terrain, Training Management Tool, and Training Simulation Software. The Common Synthetic Environment architecture and design will enable and support interoperability with the future Next Generation Constructive, Live Training Environment, and other Synthetic Training Environment and operational capabilities (e.g., Mission Command Systems, air and ground platforms).

A Request for Solutions for these efforts was issued through TReX on March 14, 2019, which resulted in the submittal of 14 total responses – six comprehensive responses, and eight One World Terrain responses. As a result of a multi-stage competition, the following two prototyping agreements will be awarded for the Common Synthetic Environment to deliver an Initial Operational Capability by September 2021.

The Training Management Tool and Training Simulation Software capabilities of the Common Synthetic Environment award will be performed by VT MAK of Cambridge, MA. The total value of this prototype project, if all phases and options are exercised, is $95,047,296.

The One World Terrain capability of the Common Synthetic Environment award will be performed by Vricon Systems, LLC of McLean, VA. The total value of this prototype project, if all phases and options are exercised, is $94,768,900.

Upon successful completion of this prototype effort, the Government anticipates that a follow-on production effort may be awarded via either contract or transaction, without the use of competitive procedures if the participants in this transaction successfully complete the prototype project as awarded.

A follow-on effort could involve, though is not limited to, the potential requirement for continued development and baseline management, further scaling of the solution, integration of future Synthetic Training Environment capabilities, or integration of the capability to fit within the Department of Defense’s future state of operation and training requirements. The Common Synthetic Environment itself is estimated to be fielded to over 400 locations during the achievement of Full Operational Capability. The One World Terrain capability may grow to include operational requirements if technology demonstrates itself as adept to meeting growing demands across the military.

Note: Should the selected vendors fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
